Methodology

Every decision state has to earn its label.

A field is confirmed only when the official record and supplied profile support the same conclusion. A complete result must also pass a versioned data-completeness gate.

1. Resolve one official opportunity

The tool retrieves the opportunity by its Grants.gov identifier. The returned title, agency, deadline, applicant types, eligibility text, cost-share flag, funding fields, and Assistance Listing numbers remain linked to that record.

2. Compare hard gates

The tools check applicant type, applicant domicile, deadline, cost sharing, and requested amount. Applicant domicile is only the organization’s stated country; project location, service area, performance site, foreign components, and subrecipients are separate geography questions and remain unresolved unless the current notice answers them. Each gate returns PASS, FAIL, or UNKNOWN, an explanation, and a source field.

3. Keep missing evidence unresolved

A failed hard gate can produce NO_GO. Otherwise the result remains CONDITIONAL, because semantic project relevance is outside the current contract. The tools do not return a confident GO.

4. Prove completeness before release

The complete pack requires a fresh official record, resolved included hard gates, and a fresh immutable award-history snapshot for every Assistance Listing. The result and its digest are stored before release. During the limited beta, the result returns with chargeable: false and no payment request.

5. Keep the scope explicit

COMPLETE_WITHIN_DECLARED_SCOPE means the hard-gate and award-history fields listed in the result are complete. It does not mean project relevance, project geography, legal eligibility, or award probability has been determined. Past awards describe history and never predict selection.

Evidence you can audit

Each conclusion keeps its official source, locator, revision, and content checksum attached. Current-source replay and fail-closed checks prevent changed or incomplete evidence from being presented as a complete pack.

Current access stage

The advertised MCP tools are in a limited free beta. Up to 100 newly released complete packs are available per UTC day; idempotent retries do not consume another slot. The actual-profile proof path requires separate attestation and storage consent. No blockchain settlement occurs.

Verification date
